Birth of Sachin Sahakari Gruhnirman Sanstha, Maryadit

This Society is situated at Mithagar Road, near Nenepada Village at Mulund East in TaIuka Kurla of the Mumbai Suburban District on the plots having CTS No. 918 to 922, 926 to 928, 930 and 931. There are ten buildings comprising 220 flats and one commercial Bank. The Society was promoted by the following:

The first circular announcing the intention to form Society was issued on the 15th of August 1967 inviting the State Government Employees who were to get loan under the scheme Financial Assistance for purchase of land and construction of buildings by the State Government. The loan was to be sanctioned equal to 54 times the basic pay of the employee. It was to be recovered by the Government direct from the salaries of the employees through the offices they were working. Accordingly a layout plan was submitted to the Mumbai Municipal Corporation.

The Society was registered under No BOM/HSG/1629 on 23st March 1968 under the provisions of the Maharashtra Co-operative Societies Act 1960. After registration, the first General Body Meeting was held in June 1968. In this meeting the General Body elected its first Managing Committee comprising Shri. K. R. Deshmukh, the late Shri. D.B. Thakur, the late Shri. V. D. Mathure, the late Shri. H. D. Prabhu , the late Shri. B. L. Railkar, Shri. R. G. Deshpande was elected as the first President to preside over General Body meetings as per the practice then prevailing. The Managing committee elected Shri. K. R. Deshmukh as" the Chairman, the late Shri. V. D. Mathure as Hon. Secretary and the late Shri. H. D. Prabhu as the Hon. Treasurer. The General Body in the same meeting authorised the Managing Committee to purchase land at Mulund East as also to appoint M/s Delta Architects, having the late Shri. M. S. Tungare and Shri. S.R. Karnik as their partners. The Society proposed to purchase the Land at Rs. 35/-per sq. Yard (i.e.at Rs. 4/per square ft. approxly). A plan was proposed to construct 2 bldgs. of one room kitchen known as R-I type, 5 buildings of 1 BHK known as R-II type ands buildings of 2 BHK known as R-III type. Later the plan had to be reduced to 10 buildings (1- R.K., 5- 1B.H.K. and 4- 2B.H.K.) as the plots of land initially proposed to be purchased did not become available.

The State Government sanctioned the loan on 12-02-1969 to the first batch of 106 Government employees. An amount of Rs. 4,15,270/- out of the total loan of Rs.13,84,233/- sanctioned was released with the condition to purchase land as also to complete the construction of buildings for those 106 member up to plinth level.

As the amount was inadequate the-society was not able to purchase all the plots of land simultaneously but had to spread over the purchase of plots depending upon the availability of funds and the immediate requirements. In the process, the society was forced to prone the project and instead of the earlier proposal to construct 12 buildings the society had to take up construction in phases. Thanks to some of the land owners who agreed to accept part payments and hand over possession of their plots to the society, with consent to start construction of the buildings. The first phase comprised of buildings Nos. 2, 3, 8, 9 & 12, which are completed in the year 1972. Two of these were occupied in July 1972 and the remaining 3 in September 1973.

The buildings Nos. 4, 5, 7 & 10 were completed in 1976 by the Administrator appointed by the District Deputy Registrar of Co-operative Societies. The remaining building No.1 was constructed in the year 1981, which was partly financed by the Bank of Maharashtra. The loan and the interest over it was recovered by the bank from the monthly rent paid by them to the society. However the rent was so meagre it could hardly cover the interest and small part of principal rent amount. It was therefore decided by the Society in 1991 to raise funds required to pay off the balance loan through deposits obtained from the members of the Society who voluntarily paid.

On receipt of the first instalment of loan from the state Government the Society involved tenders for construction of buildings and on appointment of contractor by the General Body the foundation of the first bldg. No. 2 was laid in a small function at the hands of Dr. D. G. Tungare, IAS, Dy. Secretary in the Finance Dept. of the state Government on 25/11/ 1969. The construction of the five bldgs. 2, 3, 8, 9, & 12 was completed in May 1971. The paper allotment of 112 above 5 bldgs. was done in June 1971 for which a choice was given to the concerned members on the basis of their Seniority based on their date of entry in the Society and the date of loan sanctioned to them by state Government for the type of flat chosen by them. This allotment of flats was done as per the rules proposed by a subcommittee and approved by the General Body. The same procedure was followed for the future buildings too. A function was held in May 1972 to execute 'VASTUSHANTI' of five buildings at the auspicious hands of the late Shri. Palaye Shastri. On the same day 'Pranpratishta' of the idol of ‘Shri Ganesh’ was done in a small structure where the present one exists. The inauguration of the partially completed project was done on the 4th June 1972 at the auspicious hands of the late Shri. Madhukarrao Choudhari, the Finance Minister of the State Government.
